As of now one needs to choose one among the 4 Email notification options
It would be great if we can allow notifying custom users / specfic users like

Was this not considered because it isn’t big enough use case to solve?
The overall feedback for this functionality is, at the moment, not big enough.
You can at any time get a custom development that extends Zammad with this function, however, as it affects core function, is a bit complicated.
