Ability for customers to use template-tickets

As agents can use ticket-templates it can be usefull to give this feature to customers too. Our ticket-form has a lot of additional fields which we ask our customers to fill. Since this information does not change so often it would help them to put these in a template, which can be used for new tickets.

You may want to put your heart onto one of the existing feature requests.
Creating several of the same kind does not give the feature itself more weight.
