how can it be done that the customer can choose which group he belongs to when creating a new ticket?

Customers in general don’t belong to groups, however, their tickets can.
What your customer can select as group (expecting you have more than one group in place) is via the web channel. Note that the web channel can technically be overruled by core workflows.
