User selectable in scheduler even if disabled

• Used Zammad version: 6.3.1-1717069273.466794ba.jammy
• Used Zammad installation type: package
• Operating system: Ubuntu 22.04
• Browser + version: Firefox 126.0.1 64bit

Expected behavior:

• Inactive user not selectable (or shown as strikethrough)

Actual behavior:

• Inactive user can be chosen as email recipients

Steps to reproduce the behavior:

• Have a list of users, set one to inactive, try to add it as email recipient in the scheduler.
  In this case Gunnaro is an inactive user

No that’s a feature.
Inactive users technically can still receive new tickets via e.g. email.

Inactive in this case simply means: Cannot login. That’s all.
