Ticketing Assignment

I’m using zammad for the first time. I have two groups IT and Finance. Users in the finance group can raise a ticket to the IT admin who can assign the ticket to any user in the IT group. Users in the IT group cannot see the ticket unless they are assigned to work on it. The IT admin is the only person who can close the issue or the finance user can close it. How can this be done?

I think, you dont have set the correct access rights to the agents in the IT group.
