Set note to to default for all new tickets

Infos:

Hi, is it possible to set a the default ticket note to public, instead of internal for all new tickets per default?

I am aware that the default state can be change from internal to public per ticket with the gear icon, but if possible I would like all tickets which are being created automatically (for example per email) to have notes set to public.
