Problem, New article with E-Mail contact

Infos:

• Used Zammad version: 3.1
• Used Zammad installation source: source
• Operating system: ubuntu 18
• Browser + version: Safari 12.1.1

Expected behavior:

• Selection of contacts when creating a new article with e-mail delivery.

Actual behavior:

• No selecting contacts and no suggestion list.

Steps to reproduce the behavior:

• Always no suggestion list

• Are there any errors in your production.log ?
• Are you using elasticsearch and if so is it up and running?
• Is the User/E-Mail-Address an existent user in Zammad?
