Missing option to send system wide notifications manually

Hello,

It would we great if there would be an option to manually send out notifications to multiple zammad users or user groups.
For example if you want to send out a message to all registered agents e.g. about the newest features of zammad. There is currently no way implemented in zammad itself.

Example implementation:

• have an extra tab in admin options under Channels->Mails where you can set a custom message
• additionally you can set recipients, either unique users or whole user groups (when sending to group everybody on BCC ofc)
• the message will the be send out using the Notification e-mail to the selected users manually

In administration under Maintenance section down the page you can send a message to all connected users:

Hello,

Yes, I am aware of that. This however will only notify online users.
It definitly has its use case but it is not what I am looking for.
I need something like a manual notifier like a mailing list so also not logged in users get the notification.
