Make the checklists translatable

1) What is your original issue/pain point you want to solve?
It is not possible to provide multilingual checklists.

2) Which are one or two concrete situations where this problem hurts the most?
If Zammad is used by a company that provides services in different countries with individual support teams in each language, and an administrator wants to provide commonly used checklists, many checklists must be created.

3) Why is it not solvable with the Zammad standard?
Checklists cannot be assigned to groups or roles, nor can they be controlled through the core workflow.

4) What is your expectation/what do you want to achieve?
A translatable checklist would make the ticket view clearer and save administrators time. (It would be great to have a translatable checklist similar to the “Activity Types” in “Time Accounting”.)
