How are you censoring the user? If you are using the build in ‘Close & Tag as Spam’ macro, that doesn’t change user settings. You could try going into ‘User Management’ and edit the user. Untick all the permissions boxes (or set to inactive).
hello, yes i use ‘Close & Tag as Spam’ then the user became inactive… so i also delete it and he can continue tu use the telegram channel.
I think is some settings to do because every one who send an email to the email address is created and can open ticket

There’s no option to restrict users from creating new tickets. No matter if set to active or inactive. What users can’t do if they’re inactive is to login to Zammad. You can use Zammad’s “Data Privacy” feature to remove the user and their tickets from Zammad.
However: Note that the user will be re-created if the user contacts your instance (Telegram, Mail, …) again. This is by design.
you could create an email filter to ignore messages from that users email address. I have a few filters to ignore specific email addresses and keywords.
