Title: Improve checklist visibility - automatically change sidebar tab

→ Despide the improvements made in #5336, checklists can still be overlooked easily - Which are one or two concrete situations where this problem hurts the most?
→ Rare but complex workflows, where not every agent is aware a checklist is preset - Why is it not solvable with the Zammad standard?
→ Checklists can be attached to a ticket and more visible thanks to #5336, but its still easy to overlook them until the popup when closing the ticket - What is your expectation/what do you want to achieve?
→ When opening a ticket that has a checklist preset, automatically force a change to the checklist tab in the sidebar. Make this behavior toggleable in the admin checklist settings.
