how can I see the ticket like this view above with all fields in rows from here

Can I add a field to upload Photos?
And additional field to upload PDFs?

Currently, you can only upload attachments in context of the article creation.

As @dominikklein already pointed out, you can upload files while creating a new article. No other way to do so.
