Creation of users in the ticket part

Expected behavior:

Actual behavior:

  • How to make the currently configured users NOT be able to add a user when they open or answer a ticket?

Steps to reproduce the behavior:

You can’t forbid your agents to add new customers to Zammad.
This is intentional and a crucial workflow part.

Other wise your agents wouldn’t be able to add tickets for not yet known customers.
