Create ticket as normal ticket

Hi,
when i login to my zammad as agent and create a new ticket, it opens a window where it says “inbound call” (on the left window). I would like to create tickets like normal users (in the left window nothing appears).
How would i do that?

Further information:
I have to set up zammad for 2 groups:
-ticket creators: just create tickets and revieve tickets from agents
-ticket referrer: get tickets created from creators und assign them to other users
So user a creates a ticket, user b checks the ticket and assign it to user c.
Afaik you have to be a agent, to be seen by other agents so they can assign a ticket to you?
Or is there another way to do this?
