Argon2 on Ubuntu 16.04 or Zammad on Ubuntu 18.04?

I saw in another thread that argon2 is needed for login and password things. In Ubuntu 16.04 there is no argon2 package in the repository. Do we really need it and if yes, can we just install Ubuntu 18.04 or are there any known issues with it?
