No, the new ticket dialogue cannot be extended.
At least not with custom code fiddling that’s not update safe.

Is it possible to add a Hyperlink in the Dashboard Icons atleast?
So you click on 
and you will get redirected to your tickets?!
Not without code changes. Right now it’s not possible.
