Can a customer decide the group affiliation of a ticket?

Hello there,

we use Zammad 3.5x in-house in a company for dealing with complaints of the employees (=customer).
What we would like to do is to have the employees log in and when opening tickets directly to decide which group they want to assign it.

So is there a way to give the customer role the permission to assign their own tickets to a specific group?
