When forwarding a ticket to a 3rd party, any attachments linked to the original ticket is excluded from being forwarded. All email content is included, but not the attachment.
It would make more sense to include any attachments contained within the original email to be forwarded at the same time.

* An forwarded Email contains all attachments of the original mail

* Some forwarded Emails are missing the attachment of the original mail

* Create an HTML email with some text and an image
* Attach another file to the email
* Send the email to Zammad in order to generate a ticket
* Forward the email in Zammad ticket view
* -> The attachment in the forwarded mail is missing

Yes I'm sure this is a bug and no feature request or a general question.
Ah ok, I’ll keep an eye for an update to this.
I see this issue was closed for comments by Zammad, do you know why?
Because “+1” and “I have this problem as well” create noise and disctraction on github.
We close comments on affected issues, as it doesn’t help.
