Template Frame is alway "open" if I create a new Ticket

Used Zammad version: 6.3
Used Zammad installation type: source

Bug or Feature?
If I create a new Ticket the template frame is always open. This makes no sense because we have no active templates.

Is it possible that the template pickup is by default hidden and only the small icon is visible?
