Shared Organization Ticket but exclude specific user from seeing other organisation members tickets?

is it possible to have a clients of shared organizations only see their own tickets?
We do have workers from agencies who create tickets for our mutual customers. We want to see them their specific ticket but not all tickets related to the organization.

We do not want to create a new organization for such externals as the employees from the organization which this ticket belongs to should be able to see the external agencies requested tickets.

So as a result this agency employee should see and be the customer of his own ticket, but the employees from the organization this ticket really belongs too… also should be able to see this specific ticket. How could we achieve such behavoir?

Sorry but that’s not possible.
The organization tells the user if it can see it’s own tickets or all of the organizations members.

There’s no workaround.
