Right settings for ticket settings-icon

What setting do I need to set in the rights, so that agents can see and use the ticket settings icon?

With the right “admin” I can see the icon.

That’s exactly the answer you’re looking for.
You need admin permissions to change ticket based settings.

Note that these settings are global for every user and not based per user.
