How are new Ticket Attributes/Objects sorted?

We are using additional ticket attributes to track some additional information per ticket e.g.:

Last we added the serial_number attribute. We expected that it would slot in below everything else as the order of the attributes can’t be changed via the GUI.

However it appears that the sorting works differently.
Could you share how? It is not quite clear to me.
