Differences in the rights-management between zammad v2.2.x and v2.3.x

Behaviour of Zammad v2.2.x: A supporter from group X has only „create“ rights on group Y. So he has the possibility to forward a ticket to supporter-group Y by selecting group Y in the dropdown menu of the ticket.

Behaviour of Zammad v2.3.x: A supporter from group X needs „change“ rights on group Y to select group Y in the dropdown menu of the ticket.

Behaviour of Zammad v2.2.x: A supporter can forward a ticket only to all the groups he has „create“-rights.

Behaviour of Zammad v2.3.x: A supporter can forward a ticket only to all the groups he has „change“-rights.

Behaviour of Zammad v2.2.x: If a supporter does not have the full rights on the selected group, he can still select an owner from a selection of zammad user.

Behaviour of Zammad v2.3.x: A supporter needs „full“ rights for a group to select an owner for a ticket.

Are these changes in the rights-management bugs or side-effects of the implemented enhancements of v2.3.x? Or are these changes consciously?
