As one can see in the print screen, I have set a ticket to “pending till” with time 11:59PM.
But it is not going to update the status until 12:12AM (13 minutes late).
Is there any way to reduce that delay?

This is technically “normal”. The job in question is running every 15 minutes. These states cannot be used for time exact notifications.
I don’t like it as well. If there’s no feature request yet, feel free to create one to request it to be a timely manner thing:
