Custom text on new ticket page

Hello,

We have several groups in our helpdesk system (e.g. IT Support, Office etc).
Is there a way to add a text to new ticket page with a short description/rules how to create new ticket properly?

Not exactly, we need it to work for our users, not agents.
And this is not about in/out phone calls, this is for short “/#customer_ticket_new” page.
Yes, primary goal is to warn users about proper group selection, but it would be better to add text on right side / change “What can you do here”.

JFYI, tried:
Setting.set('ui_ticket_create_notes', {:group_id=>"You're about to select a group"})
No effect on the user ticket creation page.
