I would like to send new users a separate email via trigger. Setting “group → is not → Users” doesn’t seem to be the solution.

Sorry, I misread your Problem.
It is not currently possible in Zamamd to send an autoresponder when a user is created.
Since all trigger options are Ticket specific.
