Add an optional role based restriction to add new tags

Hi,
in the moment anybody can create new tags “on-the-fly”. To keep the collection of tags usable and slim there should be the (optional) possibility to limit the ability to create new tags maybe to the admins or to add a corresponding role to a group of users.
